Johnson "saved" $68 million by shifting Lady Bird's highway beautification program out of the Administrative Budget and into the highway trust fund, which is kept separately; he also maneuvered his forest and public-road expenses from the general budget to the highway trust fund, thereby chopping another $42 million from the budget normally seen by the public.
