Trudeau's Liberal Party is suffering along with the economy. The latest Gallup poll shows the opposition Progressive Conservatives would take 32% of the vote if an election were held now, vs. only 23% for the Liberals (three months ago, those figures were 39% vs. 34%). "People are frightened," says Michael Wilson, a Conservative Member of Parliament. "They don't understand why this government can't manage its funds better." The Tories, however, have few fresh economic ideas to offer. Trudeau does not have to call another election until early 1985, but he has been pressured...

Public opinion just might be swinging toward some such solution. Harris polls conducted for the National Council on the Aging last year found that 73% of those questioned generally opposed reductions in COLAS. Those responding to a March Gallup poll, however, voted narrowly in favor of lower COLAS as part of a general hold-down on federal spending, 48% to 44%. The trouble for politicians, of course, is that the only people who are likely to vote for or against a candidate on the basis of that one issue are the aged, and they are still passionately opposed...

Joblessness has replaced inflation as the No. 1 concern of Americans. According to a Gallup poll taken last month, 44% of the public believe that unemployment is the "most important problem" facing the U.S. By comparison, only 24% said that they were most worried about inflation, which is only increasing at an annual rate of 1%, in contrast to 9.6% a year...
