...raucous second-birthday party, the flagpole stood firm. As motorcycle teams, tribal dancers and drum majorettes performed in the local stadium, President Lennox Leslie Wongoma Sebe, 57, Homburg-hatted and morning-suited, cruised through the streets of Bisho, his capital city, in a black Cadillac. Then, guarded by a gang of security men in ill-fitting suits and sunglasses, Sebe led a flag-waving crowd through a spirited rendition of Lord Bless Africa, the national anthem. "The golden egg of development has been laid," Sebe is fond of saying. "It is now up to Ciskei and its people...

...punishments fit the crimes. Many of the best-publicized pranks have been committed by minors who are protected from the full force of the law. Moreover, the laws are often inadequate to deal with the complexities of the new technology. In March two members of Milwaukee's 414 Gang of computer whiz kids, which last summer broke into computers at the Memorial Sloan-Kettering Cancer Center and the Los Alamos National Laboratory, pleaded guilty to misdemeanor charges of making obscene or harassing phone calls. Maximum sentence for each charge: six months in jail and a $500 fine...

This disbelief is even built into our judicial process. Recently, television viewers across the nation were given the opportunity to witness the ludicrous level of skepticism which greets a plaintiff in a rape case. The victim of the New Bedford gang rape had her "character" placed under glass and combed backwards and forwards day after day after day: meanwhile, no one, except a few lone voices, had the acuity to openly question the relevance of the woman's previous behavior to what transpired on the night of the attack. What does it matter what kind of person she was before...

Learning to Crawl fixes on birth, innocence and endurance as subjects for its ten anthems of independence. All the songs but one were written by Hynde, 32, a woman who has no patience with sermons and no time for homilies. Besides the rueful and gritty Back on the Chain Gang, the album also includes a ravishing love song, 2000 Miles; a corrosive paean to suburban gentrification, My City Was Gone; a sharp bit of blue-collar feminism, Watching the Clothes; and, perhaps best of all, Thumbelina, one of the most hard-boiled lullabies ever written. Set to a kind...

...these statements are presented as incontrovertible fact, yet when closely examined, virtually none of the arguments advanced in the article can survive close scrutiny. The characterization of Asian-Americans as placid, for example, is based on studies of Chinese and Japanese babies, not Asian-American babies. The gang wars so prevalent in American Chinatowns give regrettable evidence to the fact that placidity is not intrinsic to the character of all Asian-Americans...
