...majority opinion fails to make clear that Question 5 is a non-binding referendum that asks our members of Congress to demand that Israel end its violations of Palestinian human rights and the occupation of the West Bank and Gaza Strip, support the establishment of an independent Palestinian state in those regions and cut off that proportion of US aid used by Israel to continue the occupation...

...vote sends an effective message not only to our representatives, but to all of Congress. The violent suppression of Palestinian rights in the West Bank and Gaza by the Israeli army should not be condoned by the United States simply because Israel is a trusted ally. The U.S. could and should attempt to use our leverage with Israel--which receives nearly half our overall foreign aid--to implement a land-for-peace policy. Even many Israelis believe this policy would be in the interests of all parties concerned, as well as crucial for preserving human rights...

...tricks during the unavailing struggle to quell the eleven-month-old Palestinian revolt. Two of the most feared are called "Cherry" and "Samson," code names for clandestine military teams whose members, garbed in kaffiyehs and speaking Arabic, secretly stalk the leaders of the intifadeh in the West Bank and Gaza. Specially trained soldiers armed with light, concealable weapons pose as Arabs as they prowl the territories in confiscated cars with West Bank license plates. Their tactics are often brutally simple. In Gaza undercover soldiers jumped from a car and clubbed Palestinian activists who were threatening Arab workers for violating a strike. Palestinian sources say the soldiers have also posed as members of the P.L.O. and beaten up rival Palestinians in attempts to spark internal warfare. Some of the Cherry soldiers even impersonate journalists, nabbing...

...violence against the Palestinians in a way that commands the attention of our political leaders--with our votes. As most of our community knows by now, Question 5 calls for an end to U.S. funding of the occupation and for an independent Palestinian state in the West Bank and Gaza living at peace with Israel. To argue that this issue should not be on the ballot is to deny us an effective way of making our opinion known and to advocate a silence we have condemned in other times and places...
