...secretariat defends its cozy relationship with the ivory business. Eugene Lapointe, CITES secretary-general, says inadequate financial support from governments left the group little choice but to turn to the trade for money. CITES, he says, has no enforcement authority and should not be held accountable for policing. That, he says, is the responsibility of the individual nations. As for the amnesty granted the Singapore and Burundi ivory, the secretariat says a 1985 vote by its member nations empowered it to register all stocks...
SOUTHERN CROSS. Playwright Jon Klein uses characters as diverse as General Sherman, Elvis and Martin Luther King Jr. to evoke the sweep of a region's history in this epic world premiere by Atlanta's Alliance Theater...
...selfishness to blame? In truth, the 1988 legislation was badly flawed, albeit well-intentioned. Reflecting the read-my-lips era, Congress mistakenly insisted that catastrophic insurance had to be self-financing, with none of the subsidy coming from general tax revenues. Small wonder that the most prosperous Medicare recipients, largely protected by private health insurance, rebelled against being singled out to aid the less fortunate. That responsibility should rest with all taxpayers. Despite the phony fixation on fiscal gimmicks, broad-based taxation remains the fairest way to fund federal programs. It is a principle that Congress and the White House...
NASA has gone to extraordinary lengths to make sure the RTGs are safe. Each of the 144 plutonium pellets in the generators, designed by General Electric, is surrounded by an iridium shell. Coated pellets are then encased by two graphite shells and finally by an aluminum shroud. The U.S. Department of Energy has spent $50 million testing the generators. In one experiment, engineers fired shrapnel traveling 700 ft. per sec. at the iridium casings. None was pierced. In another test, scientists tacked an RTG to a solid rocket booster and blew it up. No damaged graphite shells were detected...
...Georgia, experts say 35% of boot-camp graduates are back in prison within three years, roughly the same rate as for those paroled from the general prison population. Blitzing young people into acceptable behavior through terror has been tried before and has failed. Ohio experimented with "shock probation" in 1965, sentencing first offenders to the penitentiary for 90 days. The disastrous results were indolence, sodomy and violence. ) Prisoners at the East Jersey State Prison in Rahway played real-life roles in which they confronted juvenile offenders on probation to demonstrate the violence behind the walls. Subsequent studies by Rutgers University...
