...embraced Communist exhibitors with Russian bear hugs, and chatted amiably at Western stands. Eying the new equipment at the French pavilion, Brezhnev asked, "Who is cheating whom-we you or you us?" As the French tittered nervously, he added: "That was only a joke, of course." At the West German exhibition, he and Politburo Ideologue Mikhail Suslov were shown a set of unbreakable dishes. Handing a plate to Suslov, Brezhnev said, "Let's see if they are telling the truth." Both men banged the plates hard against the exhibition table, but they did not break...

Germany's surprising decision against raising the value of the mark virtually guarantees that the country's economic surge will continue, probably at a perilously fast pace. The output of German factories so far this year has leaped 17%. Last week Bonn announced that its foreign-trade surplus in April rose to $325 million, compared with $275 million in April 1968. A deluge of foreign orders 41% higher than a year ago is pushing Germany's industrial machine toward the limits of capacity. ...latest bulge in Germany's foreign trade started three years ago, when a credit squeeze followed by a recession shrank domestic demand. In response, German businessmen turned to aggressive selling abroad. The economy soon rebounded, but recession-cut German prices never caught up with those in other countries. Retail prices of electric ranges, washing machines, refrigerators, watches and TV sets declined slightly in the past year. The 2½% increase in the consumer price index over the twelve months through last...

When Grass criticizes contemporary German society in his novels and plays (a new play concerning a leftist student and a bourgeois dentist just opened in Berlin), he is not always successful, either as writer or as propagandist. The Plebeians Rehearse the Uprising is proof of that. But in these speeches, he bluntly and without false pretenses practises the involvement in politics by German citizens that he espouses...
