Prompted by the announced move of the Cleveland Browns to Baltimore, two Ohio lawmakers said today they would introduce legislation to make it more difficult for teams to move. The "Fans Rights Act," to be sponsored by Rep. Martin Hoke (R-Ohio) and Sen.
