...join. Although Phobos 2 had managed to send back information on the Martian atmosphere, magnetic field and environment, some U.S. analysts believe the mishaps in the $500 million project raise questions about quality assurance and control in Soviet flight preparations. But Frank McDonald, associate director of NASA's Goddard Space Flight Center, warns against using the episode to judge Moscow's competence in space. Says McDonald: "They have demonstrated again and again a very sophisticated capability...

...serious blow to the greenhouse theory. Not so. The U.S. makes up only 1.5% of the earth's surface, and the country's temperature trends are not necessarily indicative of what is taking place on the planet as a whole. James Hansen, head of NASA's Goddard Institute for Space Studies and one of the most prominent proponents of the greenhouse theory, was not at all swayed by the new study. "Even in a warming world," he says, "you'd still expect on a statistical basis to see local variation -- one region cooler than the average, another hotter...

...another hearing in the summer, hoping hot weather would make people pay attention to the greenhouse issue. Sure enough, when the hearing convened last June 23, the thermometer read 99 degrees F, a Washington record for that day. The room was packed when James Hansen, head of NASA's Goddard Institute for Space Studies, turned global warming into front- page news at last. "It is time to stop waffling so much," he declared. "The evidence is pretty strong that the greenhouse effect is here...

Other computer centers had better luck. The Jet Propulsion Laboratory in Pasadena, Calif., alerted to the problem by colleagues at Ames Research Center in Moffett Field, Calif., immediately "guillotined" their computers from the network to keep from getting hit. As a preventive measure, Maryland's Goddard Space Flight Center shut off its system on Thursday. Eventually, the Defense Department brought down both Arpanet and Milnet and began efforts to tighten the security of the networks...

Testifying before a congressional committee last week, James Hansen, an atmospheric scientist who heads NASA's Goddard Institute, riveted Senators with the news that the greenhouse effect has already begun. During the first five months of 1988, he said, average worldwide temperatures were the highest in the 130 years that records have been kept. Moreover, Hansen continued, he - is 99% certain that the higher temperatures are not just a natural phenomenon but the result of a buildup of carbon dioxide (CO2) and other gases from man- made sources, mainly pollution from power plants and automobiles. Said Hansen: "It is time...
