...Gold water's comment stemmed from Kennedy's spirited Senate endorsement a week earlier of Reagan's plea for power to veto individual budget appropriations. At the same time, Kennedy gave a smart slap to his own institution: "The budget process is in shambles, the deficit is out of control, and Congress is the problem...

Reagan may have sparked the warming four years ago when he arranged the White House ceremony to present a posthumous congressional gold medal for Bobby Kennedy. Before the event he invited the Kennedy clan to the Oval Office. Rose Kennedy could not attend, and Reagan asked Ted to bring his mother around when she was able. Kennedy did, and the three of them talked for 45 minutes in the midst of a crowded presidential day. Reagan later awarded Eunice Kennedy Shriver the Medal of Freedom for her work with the mentally retarded and reappointed Jean Kennedy Smith to the Kennedy...

...minutes away is the nattily named Natatorium, where a rare sight awaits. The great Greg Louganis, a double gold medalist at Los Angeles, completely butchers a couple of dives in the 10-meter platform prelims. He has explained, in his bashful, self-effacing way, that he is not really training. Headshaking here; sad to see a fine athlete on the downward slide. Uh-huh. But when the diving is finished a couple of days later, guess which bashful, self-effacing phenomenon has another two golds? The real surprise is that Michele Mitchell also wins two. She won the silver last...

Cyril Ramaphosa, general secretary of the National Union of Mineworkers, announced that his union would walk out of 18 gold mines and eleven coal mines unless the Chamber of Mines increases the pay hike that went into effect on July 1. That increase ranged between 14% and 19.6%, but the union wants an across-the-board raise of 22%. The union claims it can get 240,000 workers to walk out. The Chamber of Mines, the trade association that handles...

...crystal sunlight of a South African winter, the black township of Daveyton (pop. 30,000) is a bleak monument to the law of the land: that blacks and whites shall live apart. Near the entrance to the township a large sign promises the people of Daveyton a POT OF GOLD AT THE END OF THE RAINBOW. But the little concrete houses that line the treeless streets, the dry, packed earth that everywhere passes for a garden, and the acrid smell of coal fires in the early-morning air are evidence of a far different reality. Last week the people...
