...recent months, more than 40,000 victims of famine have tramped across battle zones to reach the southern Sudanese town of Wau and its life-giving supplies of food. Last week not a single ounce of relief grain was delivered to the starving region. A transport plane filled with 315 tons of corn stood idle in neighboring Uganda, and 200 food-laden vehicles were halted at the border. With food supplies all but exhausted, some famished Sudanese were reduced to eating leaves off the trees. And when guerrilla fighting broke out in the crumbling provincial capital, many of the half...

...Administration, though, is prepared to offer some extra protection to the beleaguered American farmer. Last week President Reagan authorized the sale of Government-subsidized wheat to the Soviet Union. I believe . . . that there's better days ahead/ I believe . . . there's a heaven before I'm dead...

Other vast surpluses abound. At the beginning of last month, the U.S. held 1.9 billion bu. of wheat, a record overstock, and 847 million bu. of soybeans, almost 40% more than at the same time last year. Kansas alone held 178.8 million bu. of grain sorghum, a livestock feed, almost 80% more than in June 1985. The U.S. is producing a huge excess of milk as well, a problem reduced only partly by the USDA's program this year to pay thousands of dairy farmers some $1.8 billion to send their herds to slaughter or export markets...
