...Delivering the grim budgetary news is the job of Elmendorf's little agency (250 employees). Over the past year, the CBO took on particular importance in determining the shape and even the fate of Obama's signature domestic initiative, health care reform. It is the CBO that will decide the politically loaded question of whether reform actually saves the Treasury money or instead adds to the deficit. (So far, the CBO has given it a thumbs-up.) The President has focused even more attention on the CBO's numbers by insisting that any bill reaching his desk...

...soon to tell if the increase in 2006 is the beginning of a trend or a blip, but any rise in pregnancy rates among those younger than 20 is a cause for concern - because the statistics surrounding teen mothers are so grim. Two-thirds of single moms are poor. Fewer than half of them finish high school. And only a tiny fraction (2%) of girls who are mothers before their 18th birthday will finish college before their 30th...

...Yemen, it would have to be tied to some kind of reform process that both addresses Yemen's endemic corruption and devolves some power from Saleh. At the top of the wish list would be a political reconciliation between the central government and the Houthis. Not all is grim. With the right incentives, tribes in al-Qaeda areas could be induced to turn against the extremists, along the lines of the Sunni awakening in Iraq, according to Najeeb Ghallab, a Sana'a University political analyst. "The situation is moving from bad to worse," he says, "but there's a golden...

...Afghanistan, the U.S. military may have few other options. On Jan. 4, Major General Michael T. Flynn, the country's top U.S. intelligence officer, issued a grim assessment of the U.S.-led coalition forces' ability to gather actionable data on its elusive enemy. Analysts, according to the report, are "starved for information from the field," to the point that their jobs feel more like "fortune-telling than serious detective work." Despite misgivings after al-Balawi's lethal betrayal, the CIA's attempts - with Jordan's help - to recruit another spy to infiltrate al-Qaeda may still be their best...
