Perhaps, but the Corps has yet to address the city's two biggest vulnerabilities: the Mississippi River Gulf Outlet, a little-used Corps navigation channel that carried Katrina's surge into the city, and a "funnel" near the entrance to the Industrial Canal, another little-used Corps channel. The Corps has said it will take $15 billion to bring the entire system up to the 100-year level, and so far it has only spent about $2 billion. "That should give you an idea of how much work there still is to do," says Garret Graves, who oversees coastal protection...
...rest of the coast has received virtually no additional protection. That's why officials in Louisiana's southern parishes have been pushing for a series of gigantic levees, starting with a 72-mile project known as Morganza-to-the-Gulf. Morganza (the name of a small inland community) would protect the city of Houma as well as a series of tiny bayou towns, but it would also cut off 135,000 acres of wetlands from their natural tidal exchanges. Scientists have said the project would make the area even less safe by ravaging natural storm buffers, amplifying storm surges...
...Pete Domenici of New Mexico over pork, John Cornyn of Texas over immigration and even the Mormon Orrin Hatch of Utah over judges. Smith served on a tanker in the Gulf of Tonkin, but he says that when he was the Senate's only Vietnam vet to oppose normalizing relations, McCain belittled his service to other Senators as noncombat busywork. "That's way over the line," Smith says. "McCain was nasty, vindictive and mean-spirited. Those are tough words, but that...
Well, I think that people can make their judgments on my positions and involvement in every major nation's security issues in the last 20 years or more. How I've played a role that Senator Obama never has. Key decisions, whether it be the first Gulf War, or Bosnia, or Kosovo, or other issues. But I believe my judgments are based on years of experience, knowledge and background. And I will stand by those judgments that I've made, at times when these national security issues have risen throughout the last quarter century...
...McCain's first exposure to the issue of land mines was after the first Gulf War, when she traveled to Kuwait with the medical group she had established in 1989, American Voluntary Medical Team. "We went basically as an emergency team, not knowing what we'd be getting into," she recalled. "We discovered, as did the Kuwaitis, that the Iraqis had planted land mines in the playgrounds. So we hadn't been there 12 hours, and the first case we get is a young child who had gone outside to play on the teeter-totter and stepped on a land...
