...moon? Russian space efforts, says Mstislav V. Keldysh, president of the Soviet Academy of Sciences, are already focused on "the setting up of interplanetary stations and the reaching of other planets." By contrast, the moon now seems to be the end of the line to many U.S. space scientists. Hamstrung by cutbacks in appropriations, laboratories and space installations across the country have been laying off technicians, engineers and scientists by the thousands. More important, they have been forced to suspend most planning for interplanetary missions. "There is no question that things will be bleak in the '70s," says NASA...

More and more, King shifted and diffused his aims. He inveighed against the Viet Nam war, saying it hamstrung the civil rights drive and the war on poverty. Calling at one point for a $4,000-a-year guaranteed family income in the U.S., he threatened national boycotts and spoke of disrupting entire cities by nonviolent but obstructive camp-ins. His newly emphasized goals: "Economic security; decent, sanitary housing; a quality education...

...Hamstrung Program. The Germans solved the theoretical problems and designed the devices that eventually could have produced an Abomb. They even conducted crude H-bomb experiments. But their scientific skills were not equal to the problems of dictatorial politics. When they tried to persuade their government of the importance of nuclear energy, German physicists pointedly avoided using the word bomb; they were fearful that Hitler might order the immediate production of a nuclear weapon and hold them responsible if they failed to perfect one. Unconvinced of its military value, Nazi leaders gave their atomic energy program a relatively low priority...

...German scientists themselves were at fault. After Physicist Walther Bothe calculated that graphite would not be an effective "moderator"-the material that slows down neutrons in a reactor-no German scientist thought to question him. Instead, the Germans turned to heavy water for a moderator. However, they were hamstrung for the remainder of the war when an Allied sabotage team crippled the world's only heavy-water plant, at Vemork in occupied Norway. Meanwhile, Enrico Fermi had constructed the world's first working uranium pile in Chicago-using graphite as a moderator...

...last Tuesday shows just how effective the HPC's audit technique is. Independent Study has turned into something very different from what administrators had assumed it was, and though the HPC audit of last November didn't say that explicitly, its conclusions clearly showed how the program was hamstrung by outdated regulations. The audits are able to flush out information on just how well programs are working--information which the CEP would not otherwise have. And an audit can turn vague student discontent about any part of Harvard's education into a well-substantiated case for specific reform...
