Last week Franklin Roosevelt and the California Senate in Sacramento proposed separate attacks on the problem. The President, studying a report by WPA Administrator Francis Harrington and other U. S. officials, concluded that migration is a national problem now that 300,000 to 400,000 indigents wander the motorways. In the time of living men, said he, such free souls may well be required to take root at a home address (presumably in jail, if they decline to settle elsewhere). He indorsed U. S. legislation and emergency aid which would consist principally of finding jobs for migrants already in California...
...President's pressure were C. I. O., which called loudly for haste by the Congress, and the Workers Alliance (union of unemployed and reliefers), which announced a march to Washington of 100 delegates representing 800,000 Southern WPA workers for a protest meeting this week. WPAdministrator "Pink" Harrington went up to the Capitol to testify in detail about his needs, armed with State-by-State figures on the impending layoffs. These maneuvers worried many a Congressman. On others they had an opposite effect. Apostles of Economy were goaded into balkiness. The first skirmish of the Second Battle of Relief...
...Although the President again asked for another appropriation for WPA (see col. 3), his WPAdministrator "Pink" Harrington followed Congress' instructions by purging 30,000 aliens (2,000 in Texas alone), and an unannounced number of political job holders, from his payrolls. He also called in all his regional directors to plan the discharge of 1,000,000 clients in case Congress was slow or balky about the money...

Before publicly putting the heat on Congress he told his press conference that he would ask only for as much as WPAdministrator Harrington found was needed. Three days later-behind closed doors in the White House-he politely asked a House subcommittee headed by Colorado's Taylor to provide the money. Not often before has Franklin Roosevelt said "Pretty please" to Congress...
