Those are commendable moves, and MacGregor is working especially hard to mollify the more progressive Republicans in the Senate. They are such men as Mark Hatfield, Charles Mathias and William Saxbe, who have felt not only ignored by the White House but threatened by the Nixon-Agnew attacks that helped defeat New York's liberal Republican Charles Goodell. Yet much more is needed than MacGregor's good will. Old pros on the Hill are beginning to wonder if Nixon really understands Congress, despite his four years in the House. The fact that MacGregor is sporting an I CARE ABOUT CONGRESS...
There are some people who may be concerned about the real issues- I assume McGovern or Goodell or Hatfield. But as far as I can see the major response seems to be that it was a blunder and we ought to fix it up as best as possible and that's the whole issue...
Other so called doves share the responsibility, especially those who were re-elected overwhelmingly on dove platforms: Kennedy, Muskie, Fulbright, Hart, Nelson, Hatfield, McGovern, Proxmire, Cooper, Hartke, Magnuson, Bayh, Saxbe and others. The must know it is not enough to give speeches against the war and cling tenaciously to a few plaudits for voting yes on the McGovern-Hatfield amendment...
Senator Mark Hatfield believes that Nixon, by not taking the political highroad in his campaign, had missed "a historically unprecedented opportunity to make significant gains in the Senate." That is probably claiming too much. In many places the Nixon-Agnew approach evidently hurt. In others, it is possible to argue that the results would have been roughly the same no matter what Nixon did or what he might have done.
