Reconstruction. In 1919, Governor Smith appointed a Reconstruction Commission of private citizens from many a profession and rank of life. This Commission helped the Governor demobilize the state and deal with War-neglected problems, such as unemployment, housing, public health, transportation, food distribution, business and industrial unrest.
