Traffic in Vancouver's modestly equipped harbor has doubled, causing major delays for unhappy Canadian shippers. In the sleepy resort town of Ensenada, the scene is even more hectic. Dozens of ships wait in line as long as three weeks for one of three berths, where Mexican laborers sometimes work 36-hour shifts to unload them. Since the strike began, Ensenada crews have loaded or unloaded 64 ships, more than they normally see in a year. Much of the cargo is simply moved to vacant lots until it can be hauled to the U.S. Some 3,700 Volkswagens...
