Queen Semiramais of Egypt is visiting King Nimrod at the time when the tower of Babel is nearing completion, but which has been delayed by disputes between the builders, the firm of Hem and Haw. King Nimrod with difficulty evades the blandishments of the queen. The scene of the second act is laid at the bast of the tower of Babel.
