...diplomatic source told TIME. "If he's as sick as some reports indicate, we're looking at a very uncertain future." Intelligence reports earlier this year spotlighted Chang Sung Taek, Kim Jong Il's brother-in-law, as the likely "regent" in a post-Kim world, riding herd over Kim Jong Un, the 20-something who is likely to be the Dear Leader's successor. But sources say there is now increasing uncertainty as to how much authority Chang may actually have, now or in the future. An intelligence official told TIME that his belief is that "Chang doesn...

...Belgian painter James Ensor is the outsider artist who made it in. An isolated and splenetic man, contemptuous of both authority and the human herd, always feuding with the world and licking his wounds, he ended up all the same with money, royal honors and a secure if peculiar foothold in art history. Fueled by Coke Zero and a double-chocolate protein bar, Vice President Joe Biden is roiling, ranting, being his usual self. Five mayors and county executives listen in silence on the other end of a White House speakerphone as the Delaware ear bender tries to ride herd on the stampede for dollars known as the American Recovery and Reinvestment Act, the $787 billion monster that is the largest domestic-spending effort in U.S. history. "My rear end is on the line just like yours," Biden barks, surrounded by a flock of aides in his West Wing office...
