CONTRARY to the expectations of many, the Nixon Administration has also been urging Congress to exercise caution when dealing with bills relating to campus disruptions. Arguing that college administrators are best qualified to deal with disturbances, Nixon, HEW Secretary Robert Finch, and Commissioner of Education James E. Allen Jr., have all spoken out against measures which would cut off Federal aid to universities hit by disruptions. Though Attorney General John Mitchell has argued for stronger measures, the Administration's only new proposal on colleges has been one which would allow universities to apply for Federal restraining orders against students...
...week, a settlement granting most of the union's demands was imminent. Local 1199B of the New York-based Drug and Hospital Employees Union would get de facto recognition. There would be pay increases. The dozen employees would be reinstated. The trouble is, they would trade all the bikes and toys, all the chances for plush adoption, for life with Popi. As officials tumble to the truth and scandal hovers overhead, a HEW functionary asks, "How can we deprive the world of a happy ending to this fairy tale?" To the film's credit, it chooses deprivation...

A state, they said, cannot arbitrarily scale down Medicaid assistance below certain minimum requirements set in Washington. Five services are mandatory: in-patient and outpatient hospital care, doctors' care, X rays, lab tests and nursing-home benefits. The New Mexicans, said HEW, were demanding Medicaid on their own terms, which were not only illegal but self-defeating. Although the state might have saved $1,000,000 by quitting Medicaid and rejoining it with a less...
...measures which were enacted into law have been ignored by the Administration, largely because Secretary of HEW Robert Finch feels that Federal interference is what college administrators need the least. But the laws remain on the books, and under a more repressive Secretary would narrow the options of college administrators, forcing hasty overreactions...
