...programs pan out or not is problematic at this point. But the program does sound like a logical move in a world of government bureaucracies that is plagued with illogic. And if somehow Harvard manages to get a break in legislation and a slackened role of government interference from HEW, it seems like a small price for the nation to pay for improved health care...

Some Surprises. Amiable, apolitical (he terms himself an independent) and highly intelligent, Mathews got to know Ford while working on the Bicentennial Council. HEW's traditional constituency on Capitol Hill, the liberal Democratic social activists, are likely to give Mathews a tough going-over before approving him, simply because he is a largely unknown quantity from George Wallace's backyard. For the same reason, the Republican right wing, which has found several of Ford's appointments too liberal for its liking, is at first look pleased with the selection. Nonetheless, the rules force schools and colleges to make some increase in spending on women's sports. HEW regional directors will require "necessary" funding for girls' teams and will be looking for rough equality in travel and uniform allowances, training facilities and coaching. The rule on athletic scholarships is even vaguer: there must be "reasonable opportunities" for women to receive as much aid as men based on the level of participation in school sports...
