Just how many companies would get the tax credit undeservedly is up for debate. If the Cash for Clunkers program or the homebuyers' tax credit is any guide, the number would be relatively high. Car-research firm Edmunds estimates that just 18% of the nearly 700,000 automobiles that were bought through the Cash for Clunkers program were a result of the stimulus. The rest, 82%, went to people who would have gotten new wheels anyway. The $8,000 homebuyer tax credit did a little better. In that instance, economists estimate that 33% of the 1.4 million people who collected...
What's more, the more closely correlated the brain activity during the rest period, the better the person performed on the tests of recognition. "We found that higher correlations [of activity in the hippocampus and visual cortex] during rest periods leads to high future memory," notes Arielle Tambini, a graduate student in Davachi's lab and lead author of the paper...
...less ruled out the former possibility by showing that even tasks that produce similar levels of neural activity while they are being performed, such as recognizing a face versus a landscape, result in different levels of activity after each task is completed. In Stevens' studies, brain activity remained high after people viewed landscapes, but was much lower after they looked at faces. People tend to be much better at remembering landscapes than faces, so it makes sense that those differences would be mirrored in the brain-activity levels during rest periods, says Stevens, whose paper was published online in Cerebral...
There was one part of the speech, however, that no green could fault: Obama's call for the creation of a high-speed rail system as a way to generate green jobs, enhance economic productivity and reduce carbon emissions. On Thursday, Jan. 28, the White House announced the awarding of $8 billion in stimulus funding to kick-start high-speed-rail projects and improve service in 13 corridors across the country. Obama and Vice President Joe Biden traveled to Tampa, Fla., to announce the projects, which include the construction of an 84-mile high-speed track from Tampa to Orlando...
...want to start looking deep into the 21st century and say to ourselves, There's no reason why other countries can build high-speed rail lines and we can't," Obama told a crowd in a University of Tampa arena. "Right here in Tampa, we're building the future...
