Hickel issued a stern warning to Badische Anilin und Soda Fabrik, a German company that plans to build a petrochemical complex on an unpolluted saltwater estuary near the lush island resort of Hilton Head, S.C. Cape Kennedy has suffered the most from the slowdown in the space program. Employment has dropped from 24,000 a year ago to 17,500 today, and "pink-slip psychology" lends a frantic tone to Friday night parties at the local Hilton.
