...Palestine Liberation Organization was about to recognize Israel's right to exist. That notion was dashed last week at a meeting in Damascus of the P.L.O.'s 35-member central council, which castigated the U.S. for plotting with Israel rather than pressuring Jerusalem to support a Palestinian homeland. Repeated U.S. objections to Israeli settlements in the occupied territories have had no visible effect on Israeli

...Arafat resolution, which is still being drafted in Beirut, is intended to exploit President Carter's call for a Palestinian homeland last March in Clinton, Mass. At that time, Carter also demanded that the Palestinians accept, without amendment, the celebrated U.N. Resolution 242 of 1967, which sought to end Middle East hostilities by trading a return to prewar borders for Israel's right to exist within defensible boundaries. ...what results Carter got, apart from a friendly atmosphere that might prove to be useful later, is not clear. As far as is known, Carter simply did not choose to press his earlier prescriptions for Israeli concessions, including the Palestinian homeland and substantial withdrawal from occupied territories to pre-1967 boundaries. Begin in turn sidestepped the thornier issues. He took the position that unlike his predecessor, he did not want to negotiate an agreement with the U.S. but simply wanted to get started negotiating directly with the Arabs. He talked lyrically of peace, without giving any sign that...
