...more summit in one more attempt to forge a united front against Israel. And once more, all hopes for unity were shot down even before the meetings began. Fearing that the old cries for jihad (holy war) were about to be toned down, Algeria's leftist President, Houari Boumediene, decided the meeting was not worth bothering about...

...this may not move Algerian President Houari Boumediene, who must give ultimate approval if Tshombe is to be extradited, but there were other factors that may have caused him to delay his decision. In exchange for Tshombe, Boumediene hopes to get Mobutu's support for Arab policies in the U.N. and perhaps also to loosen the Congo's close ties with Israel. His intelligence men may also want to get as much information as they can out of Tshombe, including the details of Lumumba's death, which some say Mobutu also had a hand...

Bear Hugs. As they listen to Arab fulminations, the Russians are becoming more cautious about their involvement with the Arabs. They gave a bear hug to Algeria's Houari Boumediene when he visited Moscow last week-but little else. They were aware that Boumediene is trying to stake a claim to leadership of the Arab left, but they made plain that Nasser is still their No. 1 man in the Middle East; after all, they have already replaced 200 of his 350 destroyed planes. If President Houari Boumediene ratifies the Court's decision Tshombe must go home-presumably to his doom. For the best-known avocat in the French-speaking world, it was a rare, bitter defeat. In 20,000 cases, Floriot has lost only two clients to the guillotine and about ten to the firing squad...

Horrifying Thing. For the first time since the war began, a sizable number of Arab leaders met last week in a series of whirling minisummits to discuss "nullifying the effects of Zionist aggression." First, Algerian President Houari Boumediene flew into Cairo and excited Cairo crowds with a shrill cry for an immediate resumption of the war with Israel. He was shortly joined in Cairo by Jordan's King Hussein, who privately pleaded for some sort of accommodation with Israel-but got nowhere with his fellow Arabs. After he flew home to Amman, the leaders of the Arab left...
