...Clinton Administration has embraced a multi-pronged solution, pouring $6 billion into services like job training, mental health and drug counseling. These "continuum of care" programs show promise. After receiving such help, 76% of homeless families ended their homeless status, according to the HUD survey. Even some of the get-tough cities are absorbing elements of this model. Memphis, Tenn., and Portland, Ore., send counselors instead of police to deal with the homeless. Further proof that timing is indeed everything came Wednesday for HUD Secretary Andrew Cuomo. Normally, the release of a federal report on homelessness merits some polite yawns and space on page 17A. But bring it out amidst a Rudy Giuliani-Hillary Clinton fight on the issue that has everyone interested (even noted wonk Rosie O'Donnell has used her show as an anti-Rudy soapbox) and suddenly we're all very intrigued...
