...looks dead when the curtain goes up; he is only dead drunk. Hudley T. Singleton III, who runs his own public relations firm and is known as Hud, is lying on the floor of his Fairfield County, Conn., kitchen with a two-day stubble of beard and two inches left in a quart of vodka. For reasons that seem stupefyingly apparent, his wife has walked out on him, and he has done what every alcoholic does in a moment of crisis-hit the bottle. But his redemptive godfather is at hand, a most unlikely good Samaritan who rips...

President Reagan promptly sent a message to the mayors promising that he would not break off the historic "partnership" between Washington and the cities. HUD Secretary Samuel Pierce assured the mayors that the "staff report" had never been approved by the President. Pierce also had not approved the draft, which reflected the views of Emmanuel S. Savas, assistant secretary for policy development at the Department of Housing and Urban Development, and Robert Carleson, a Reagan domestic policy adviser. Carleson had been welfare director of California when Reagan was Governor of that state. One critic of the Administration's urban...

An F-15 pilot flashing over the Bekaa could have watched the plotted positions of four separate enemy aircraft and also have been alerted by a flashing light and beeping in his headset if an SA-6 radar locked...

When stalking Syrian fighters, an F-16 pilot, again using the HUD windshield images, had only to position a computer-generated "tracerline" over the MiG and fire his machine-cannon for one second; 100 20-mm rounds would have streaked toward the enemy jet. However, many of the downed MiGs were apparently hit by the latest model of the Sidewinder missile, which is being used effectively by British Sea Harriers in the Falkland Islands. The weapon adjusts its aim in flight with an extremely sensitive infrared homing system that guides the warhead toward the enemy jet at 1,650 m.p.h...

...late last week Byrne, who is up for re-election in 1983, announced that she would seek to expand the CHA board to seven members and make the chairman a full-time professional. She privately assured Hovde that Swibel would be out "within 90 days," and HUD then lifted the freeze on funds. Swibel's departure will bring no sudden changes in public housing. Still, editorialized the Chicago Sun-Times, "any scheme that would remove the inept Charles R. Swibel as chairman of the Chicago Housing Authority...
