...Blumer of Woods Hole (Mass.) Oceanographic Institution told the conference that "major catastrophes in production and at sea, unburned fuel, spent lubricants, and a significant hydrocarbon contribution from the land [municipal wastes] contribute about 10 million tons of oil to the world's oceans each year." According to Blumer, the immediate effects of oil spills-dead fish and birds-are followed by long-term damage to marine ecology. Rebuffed by Congress in his attempts to hike taxes on leaded gasoline. President Nixon last week issued an executive order that all federally owned vehicles must use no-lead or low-lead gas. His theory is excellent; such fuels reduce hydrocarbon emissions polluting the air by as much as 20%. But in effect, Washington was merely setting a good example. The Federal Government's 600,000 cars burn only one-half of 1% of the nation's yearly consumption of 85 billion gallons of gas-and 276,000 of those official cars have high-compression engines that cannot...

In a suit filed in U.S. district court in Washington, D.C., "on behalf of all citizens of the United States concerned with protecting the environment," the conservationists seek to enjoin the ambitious twelve-year project on the grounds that...
