Edith Green (D-Ore.), the President's choice to steer his health-education package through Congress, has said the House is unlikely to go along with Johnson unless he offers "concrete guarantees that no one will be hurt" by phasing out the NDEA. Earlier versions of the plan, including one contained in the Higher Education Act of 1965 which was passed last October, limited the interest rate on such loans to 6 per cent. Rep. John Brademas (D-Ind.) and the other critics of the plan have argued that this might make it difficult for students to secure loans, since banks would rather lend the money elsewhere at a higher interest rate...
