The former Senate Foreign Relations Committee chairman, who said he wants to be known as Dick, portrayed himself as a trustworthy international affairs expert who is better qualified than President Clinton in that area. ...Richard Lugar (R-Ind.) has decided to join the Republican pack of presidential contenders, his advisers told the Associated Press today. Lugar is expected to confirm his decision on CNN's "Larry King Live" tomorrow night. The AP reported that Lugar also has scheduled a news conference for Friday morning, although he plans to hold off on a formal announcement until April.
