...whether the Democrats who care enough to vote in primaries and participate in caucuses will settle for Dukakis, the jelly maker, when they can have Jackson, the tree shaker. By failing to win a major contest outside New England since Super Tuesday, Dukakis cracked the axle on his bandwagon. Indirect negotiations with Cuomo over an endorsement were broken off after the Michigan debacle. Dukakis remains by far the party's most plausible nominee, but only if he can rebound in Wisconsin, New York and the later primaries. Dukakis still holds formidable advantages in terms of money, organization and the goodwill...

That view is shared by Prime Minister Yitzhak Shamir, who two weeks ago responded coolly to a U.S. proposal for indirect talks with the Palestinians leading to local elections and then negotiations on the permanent status of the occupied territories. Foreign Minister Shimon Peres said he had "no substantive reservations" about the U.S. plan. Last week, after refusing to meet U.S. Special Envoy Richard Murphy jointly with Peres, Shamir said he might back limited "interim" autonomy for the Palestinians and asked Washington for "clarifications." Sensing defeat, the U.S. Administration scaled back its request to just $30 million. Still, Ortega pressed on. He agreed to indirect talks with the contras and designated Miguel Cardinal Obando y Bravo as the mediator. In the end, Congress granted only $14.4 million...

...some performers, a contract in the West can never be more than a dream. Because the Communist Party exercises indirect control over cultural life in the bloc countries, even mild expressions of political dissent can be enough to deny sports stars as well as rock singers a passport. By the same token, mediocre talents boasting party membership often jump to the front of the line for jobs in the West. Explains a young Czechoslovak tennis player in Prague: "Here sports and culture are all part of politics...
