...last week for Brunei, East Timor, Indonesia, Malaysia, the Philippines, Singapore and Thailand. The U.S. has not added any new warnings to its preexisting Southeast Asian advisories, but privately, U.S. officials say the intensity of "chatter," or communications among suspected terrorists in the region, has reached an alarming level. Indonesian police who have been tracing phone calls between suspected members of Jemaah Islamiah (JI)?the militant organization blamed for the Bali blasts?now believe planning for another attack is well under way. "There's a bunch of different streams that seem to be coming together," one U.S. official said...

...Indonesian authorities currently hold 33 suspected JI members in custody. Other high-profile actions in the country include the start of the trial of JI's alleged spiritual leader Abubakar Ba'asyir, and the capture of Abu Rusdan, the man police believe to be his successor. But police and intelligence sources warn sternly against complacency. There were two explosions, and they were close enough to send the women of Simpang Keramat village in northern Aceh scurrying for cover with their infants. Ironically, the women had been describing to me how the Dec. 9 cease-fire between the Indonesian armed forces and Acehnese separatist rebels had brought five months of unprecedented calm to Simpang Keramat, which lies in one of six "peace zones" established in Aceh province after that agreement. Last week, under the auspices of a Geneva-based nongovernmental organization, Indonesian officials and representatives of the Free Aceh Movement (GAM) turned up in Tokyo for a last-ditch attempt to head off renewed conflict. But the chances of the two sides reaching a compromise are minuscule. Jakarta is promising only a measure of autonomy, and insists that the separatist group first unconditionally disarm. GAM, which insists on independence for Aceh, will almost certainly refuse to do this...

...Many top Indonesian generals also long to regain their once-preeminent role in government and policy making, which eroded significantly after the 1998 fall of Suharto. The military of late has already been reasserting itself as senior generals helped author a bill now before Parliament that, if passed, would permit them to act without presidential approval. Trials for the killing and pillaging in East Timor in 1999 and the 2002 murder of Papuan independence movement leader Theys Eluay failed to hold any top military brass accountable. (Army chief Ryamizard Ryacudu said the soldiers convicted of killing Theys deserved medals instead...
