During the mid-1980s, as McDougal struggled to prop up his sinking S&L, Madison Guaranty, he increasingly turned to Clinton--friend, business partner and Governor of Arkansas--with requests. Once, McDougal complained to a Clinton aide about a state health inspector who was causing him problems with a land development--and who was later reassigned. In a March 1986 memo from the aide, McDougal is quoted as saying "he hadn't spent $60,000" on Bill Clinton over the years only to lose a battle with a state health inspector. In late 1984, when McDougal was seeking changes...
...first of these, a review by CIA inspector general Frederick Hitz--later confirmed in broad outline by the President's Intelligence Oversight Board--arrived on selected Washington desks early last week. It is a document offering many pages (700 plus) but little closure. Agency officials summarizing it have asserted that their organization broke no laws in connection with Alpirez. The CIA did pay him, Hitz found, but it never possessed (let alone covered up) sufficient evidence to establish him as a party to either killing. This is not, however, because no such evidence existed; top CIA sources hurry to concede...
...internal CIA probe has concluded that the agency engaged ina cover-up over the deaths of an American and a rebel commander in Guatemala, according to reports in The New York Times and by the Associated Press. An investigation by Frederick P. Hitz, the CIA's inspector general blames the agency for not sharing important information about the killing of American innkeeper Michael DeVine in June 1990 and the March 1992 disappearance of Efrain Bamaca Velasquez, the husband of American lawyer Jennifer Harbury, with U.S. administration officials and Congress. President Clinton ordered the internal investigation in March 30 after allegations...
Eventually Klipfel alerted Treasury's Inspector General, this time adding charges of misconduct by her commanders, Joseph Vince, at that time the Chicago office's agent in charge, and Jimmie Adamcik, his assistant. Among the charges: that Adamcik had sent ATF cars to a friend's repair business and had associated openly with John Boyle, head of an armored-car company who was under indictment for stealing more than $4 million, much of it in coins entrusted to his company. (Boyle later pleaded no contest to all charges and was sentenced to 38 months in prison...
Retaliation is something of a pattern within the ATF, according to a recent internal investigation by the Treasury Inspector General's office. In a report sent to Magaw last year, the investigators said they found that of 370 Equal Employment Opportunity complaints filed by employees, 105 resulted in charges being filed with Internal Affairs against the complainers or their supporting witnesses. In 54 of these cases, Internal Affairs launched full investigations. The report cited an array of management practices that "created at least a perception among some ATF employees that managers abused their authority by retaliating, harassing or intimidating...
