Last year Herman Talmadge's Georgia legislature decided that any school district which did not provide separate schools would automatically lose its state funds. If segregation is declared unconstitutional, Georgia intends to turn the schools over to private operators and some how parcel state funds to individual students and let them "arrange" for their own education.
