There are 16 agencies in the intelligence community with each having different standards for outside employment.  All federal agencies are required to have conflict of interest guidelines that set limits on employees’ outside employment. These guidelines are developed jointly by the agency and the Office of Government Ethics. Comedy Central’s decision to censor South Park is antithetical to that very idea, and the argument that its decision was in the interest of safety despoils the spirit of free speech that protects all types of comedy, no matter how sophomoric, gross, or unfunny we deem it.
