...unite less out of common conviction than out of the necessity brought on by a crippling financial siege and Arab diplomatic pressure. The differences that persist among them were clear in the parliamentary session that ratified the new government: President Abbas made a speech emphasizing negotiations, while Prime Minister Ismail Haniyeh, Hamas' political leader, re-asserted the Palestinian right to "resistance," and spoke not of recognizing Israel, but of extending a truce if a Palestinian state were established along its 1967 borders...

...optimistic the government will open a new era," said Palestinian Prime Minister Ismail Haniyeh on Thursday, after announcing that he and President Mahmoud Abbas had finally reached agreement on the composition of a new Palestinian government. That Palestinians would seek a new era is not surprising: It's been a long, hard, often bloody year in the Palestinian territories, with recent spasms of internal violence threatening to devolve into all-out anarchy. But Hamas's Haniyeh and Abbas, who heads the rival Fatah organization, emerged from a final flurry of meetings in Gaza City with a deal...

Even with that in mind, however, few people doubt that President Mahmoud Abbas and Prime Minister Ismail Haniyeh are sincerely trying to hammer out a new Palestinian unity government. ...Mecca deal stipulates that Hamas gets to choose the Minister of the Interior. The leading contender, Hamas spokesman Ismail Radwan told a Palestinian radio station, is a retired Brigadier and security force veteran named Hammoudeh Jerwan. If he gets the job, Jerwan will have to force all of these groups to fall into line (except for the Presidential Guard and the Intelligence force, which stay under the President's office). That means taking on the heads of the various organizations, several of whom have grown rich off their posts. These are men who can buy loyalty and manpower...

...questions. That time is now for the Feb. 8 Mecca Agreement that dramatically announced a Palestinian unity government. In Jordan Wednesday, Palestinian Authority President Mahmoud Abbas said he believed Fatah and its rival organization Hamas could deliver. Some important positions in the new government are basically decided; Hamas leader Ismail Haniyeh will remain Prime Minister, for instance. But, Abbas conceded, "there is a lot of work to be done." The critical question is: who gets to run Palestinian internal security? "This is the greatest challenge facing the new government," says Hamas spokesman Ghazi Hamad...
