Perhaps TIME could help by defining the "proportional response" mentioned. What would be the proper number of Palestinians killed by Israel Defense Forces for every Israeli killed by Hamas rockets? 1:1? 5:1? 10:1? ...that Hamas and the other militant groups operate their own tunnels, supposedly steel-ribbed and large enough for a car to pass through.
