Brigadier General James C. Hill reported that he yanked the leash on two powerful enemies of President Jean-Bertrand Aristide rumored to be plotting a coup. Hill said he summoned to his office Franck Romain, a former Port-au-Prince police chief and mayor and former army chief Williams Regala, to warn them to stop their reported schemes against Aristide's government. President Clinton wrapped up his two-day Ottawa summit by joining Canadian Prime Minister Jean Chretien in signing an "open skies" agreement that will eliminate air passenger and cargo restrictions that have cost the two nations an estimated $41 million a day. "It will create thousands of new jobs and billions of dollars of economic activity," Clinton promised. "We agreed to throw out 30 years of rules that have suffocated business." The treaty, 10 years in negotiation, will also mean that more cities on both sides of the border can offer cheaper, direct flights...

...must have started somewhere. I don't really think he is remote from the book. I mean, he's there at the finding of the body. He's there at the postmortem. He's in charge of the investigation, he goes down to the country to see Jean-Philippe Etiene, he goes and sees the nun's sister. I did actually want to have room to develop the other two detectives, develop the relationship between Daniel and Kate, make the novel more of a team effort than the mystery usually...
