"Mr. Jenkins upheld Senator McCarthy's claim that Government employees, including officers of the Army, are not bound by their oath or by the laws [against disclosing confidential information] or by any ties of loyalty to their superiors or to the service if-in their own private and secret...
Lippmann argued that Jenkins' ruling went wrong when he classed Senator McCarthy with "law-enforcing officers," who do not have to reveal their sources.
