Israel and the Palestinian Liberation Organization resumed stalled talks about autonomy for the occupied territories, and the PLO's top negotiator hinted that Yasser Arafat is poised for a long-awaited return to Jericho next month. The Israelis, who had wanted to test-run Palestinian self-rule in the Gaza Strip and Jericho, said they were ready to talk about a quick expansion of self-rule to the rest of the West Bank.
