"We always knew the senator was never a threat or a target of an investigation, but we had to follow up," said Secret Service spokesman Jaime Cagigas. Republicans won eight seats and got a bonus ninth when Richard Shelby, Democrat of Alabama, switched parties, bringing the new G.O.P. majority to 53 to 47.
