Mexican President Miguel de la Madrid Hurtado visited Brasilia last week to confer with his Brazilian counterpart, Joào Figueiredo. The two leaders had some blunt words for their creditors. Figueiredo complained of high interest rates that "threaten to perpetuate our foreign debt problems."
