...mildly amusing comedy and a gut-wrenching howler. Donald Sutherland makes one of his infrequent appearances, putting just the right gleam of depraved obsession into his all-too-brief characterization of the dope-smoking, corduroy-clad English professor. The scene in which he and three students conspiratorially share a joint in his darkened cottage is one of the most effective in the film, thanks largely to Sutherland's knowing grins and his wolfish, slightly stoned expression. Karen Allen charms as Katy, the girlfriend of one of the Deltas who thinks the whole gang is incredibly childish, if funny...
Lobbying as such is scarcely a sin. Quite the contrary. "Without lobbying," declared three Senators (Democrats Edward Kennedy and Dick Clark, Republican Robert Stafford) in a joint statement on the lobby disclosure bill, "Government could not function. The flow of information to Congress and to every federal agency is a vital part of our democratic system. But there is a darker side to lobbying. The Vienna document put forth by Austrian Chancellor Bruno Kreisky and former West German Chancellor Willy Brandt and drafted by Abba Eban is more clearly defined...

...joint commitment was the major achievement of Vice President Walter Mondale's four-day tour of the Middle East. As Mondale left Alexandria for Washington last week, Egyptian President Anwar Sadat handed him a new six-point peace plan to pass on to Israel. The plan is Egypt's response to a 26-point proposal presented by Israeli Premier Menachem Begin at the Ismailia conference last December. Washington sources optimistically contended that the two plans, although predictably far apart on every major issue, would serve as "a fair basis for negotiations...
