Like most Hollywood productions, this is high-level illusion. Geffen, who is gay, lobbied the President to lift the ban on homosexuals in the military. Geffen stands to gain from the crackdown on the Chinese black market in American videos and CDs that his friend Mickey Kantor, the U.S. Trade Representative, negotiated last year. At 53, Geffen loves to talk economic and budgetary policy, and has a personal and professional interest in the culture wars. As a movie producer, he counts on Clinton to keep the morality-in-media debate focused on industry self-regulation. Above all, however, Geffen...

BEIJING, CHINA: With the possibliity of more than $1 billion in potential sanctions looming, Chinese officials insisted at a Tuesday press conference that they have "effectively controlled" piracy of films, compact disks and software. Citing last year's bilateral agreement on intellectual property, American trade representative Mickey Kantor cautioned that the sanctions could be enforced if China does not live up to its side of the bargain, and President Clinton chooses not to grant a waver. The warning has the Chinese grandly flourishing their efforts to convince the U.S. that they are complying before the deal is reviewed on February...

WASHINGTON, D.C.: In its best showing in nearly two years, the monthly U.S. trade deficit dropped 13.5 percent in November to $7.06 billion. The deficit with Japan dropped to $4.13 billion, the lowest level since May 1993. U.S. Trade Representative Mickey Kantor credited the drop to continuing Administration efforts to break down trade barriers in Japan's auto industry. "Our exports to Japan are increasing at four times the rate of imports," Kantor said. The deficit has been shrinking steadily since it hit a record $11.39 billion last June. It's good news for a Clinton Administration beset by attacks...

...Kantor aside, no one has championed Lindner's cause more enthusiastically than Bob Dole. In recent months Dole has twice pressed for congressional action against Colombia and Costa Rica and tried unsuccessfully to attach a rider to the stalled budget bill that would place sanctions on those countries unless they pulled out of the European pact. TIME has learned that Dole has persuaded several congressional leaders to include language expressing disapproval of Colombia's and Costa Rica's deal with the European Union in the report that accompanies any final budget agreement. Dole insists that standing up for Lindner...
