Chicago's teachers did not get their money last week, but three moves were made to break the tax jam: 1) County Judge Edmund Kasper Jarecki announced he would consider no protested tax bill unless the protester first pays 60% of the amount due; 2) State's Attorney Swanson began investigating the Association of Real Estate Taxpayers, looking for possible grand jury action; 3) County Attorney Hayden N. Bell rendered formal opinion that even though a taxpayers' association seeks a lawful object it is, within the meaning of the law, conspiring criminally...

Against Mayor Cermak was precisely how Judge Edmund Kasper Jarecki did rule, holding the 1928-29 Cook County tax rolls invalid. Unless the State Supreme Court reverses the decision, new tax rolls will have to be compiled before $140,000,000 in back revenue can be collected. That sum represents a 22.2% nonpayment for 1928. 35.3% for 1929. Inasmuch as the 1930 rolls are based on those for 1928, they are presumably invalid. No attempt has yet been made to collect either 1930's or last year's taxes...

Just before the vote Communist Kasper called for a glass of water, and when an attendant brought it hurled the heavy tumbler toward the Democratic Centre, just grazing Finance Minister Höpker-Aschoff and striking a Democratic Deputy's nose with sufficient force to draw blood. Communist Kellerman then slung a brief case at Democrat Riedel. As Vice President Hugo Garnich of the Landtag rang for order, rulers, inkstands and books hurtled. Finally some 25 Communists charged the President's stand, wrested his bell away, doused Vice President Hugo Garnich with ink. The police being summoned...
