Unless they have been arraigned by then, they will be protected by Army & Navy statutes of limitation, which require that a prosecution be begun within two years after the offense. "Dereliction of duty" was the cause cited when Kimmel and Short were removed from command, but no formal charges were made, and the War and Navy Departments said that the officers would not be tried until some future time, when "the public interest and safety" would permit...
