Indonesia's President Sukarno seems to believe that a new Konsepsi can cure anything, even the ramshackle government and economy of his sprawling nation of 85.5 million people. In 1957 he proposed that Indonesia be purged of its innumerable troubles through "guided democracy," a procedure that he expounded repeatedly without ever quite explaining. Last week, unable to have his way, Sukarno was abandoning guided democracy for a new concept which, instead of "burying" the rival political parties, would only be intended to "simplify" them...
...have the authority to hand-pick half the members of parliament. The chief losers under the new system will be the Moslem Masjumi Party, many of whose leaders backed the "rebellion of the colonels" that still flickers in the outer islands, and the Communists. For the Reds the new Konsepsi is also a bitter blow, since under the old system they had been confident of winning the next elections and coming to power legally. But Red Boss D. N. Aidit was obviously under instructions from Peking not to go into opposition against Sukarno and the efficient Indonesian army under anti...
...people make allegations that I am going Communist?" When he put this rhetorical question to a Javanese audience a few weeks ago, Indonesia's President Sukarno knew the answer as well as his critics. Ever since he unveiled his konsepsi to turn the Republic of Indonesia into a "guided democracy" (TIME, March 4), Sukarno's loudest and most effective support has come from the Communists. The President argued that he was riding a three-legged horse unless the Communists (among the top four votegetters in Indonesia) were included in the government, and over a protest of other parties...
...Indonesia's Communists this was indeed a fine konsepsi ("We stress our support," said Comrmmist Boss D. N. Aidit), but to Indonesia's powerful conservative Masjumi (Moslem) Party it was intolerable. "If the Chief of State considers that the Constitution can be lightly laid aside if necessary," said Masjumi Leader Mohammed Natsir, "then the people will inevitably look upon it lightly too. The result of this is that jungle law will prevail...
Four months ago President Sukarno proclaimed his konsepsi for Indonesia's chaos: "guided democracy." Just what is "guided democracy"? Fortnight ago Sukarno made it all too clear: "The people have to be organized, guided and taught from above. When I was in the Chinese People's Republic, I was deeply impressed by the stupendous reconstruction work being done. Why? Because the Chinese people take an active part, with love and earnestness. This is also true of Russia. We. too, can do the same thing...
