Carter downplays the likelihood of an African Yugoslavia splintering violently under pressure from multiple forces. Gration is less sure. "Disintegration is not a foregone conclusion," he says. "It's my view that we can stop this." So why is South Sudan even trying, when the price of failure could be war and the price of success might be Sudan's disintegration...

One reason for the north to plan secretly to stop the south breaking away could be an understandable desire to avoid follow-on Balkanization. South Kordofan and Blue Nile state, in particular, are a concern: both previously fought with the south but will likely end up on the northern side of the border...
Sudan's killing fields have grown. Fighting along Darfur's western border has spilled into Chad, where a separate civil war is brewing, and rebel attacks against Chinese-run oil fields and Sudanese police garrisons in the neighboring region of Kordofan threaten to push the war eastward. The rebels say the attacks against China's assets are justified by Beijing's support for the Sudanese regime. But while China has since exerted some limited pressure on Khartoum to resolve its crises, the rebel raids could serve only to expand the theater of hostilities...
Sudan is a typical example of the good and bad news. The Sudanese needed 1.4 million tons of food aid this year, but a bumper harvest in the country's fertile east has halved the requirements for 1986. In the country's inaccessible western provinces of Darfur and Kordofan, however, famine still afflicts hundreds of thousands. Farm families ate their seed and slaughtered their oxen just to stay alive. When the rains came, they had nothing to plant. Because roads in the area were washed out by the summer rains, relief groups had to organize costly flights to reach...
