This past week, while we enjoyed our spring vacation, the United States finally made the decision to intervene in the Balkans on behalf of the embattled Kosovar Albanians. For months, President Slobodan Milosevic, the hard-line nationalist leader of Serbia, has waged a war of ethnic cleansing against Albanians in the province of Kosovo. The result has been a humanitarian disaster that was left unchecked far too long...

...surprising if Milosevic now begins to sue for peace in the hope of ending his battle with NATO in a position of strength," says Dowell. The temptation for Milosevic to pursue a "peace offensive" would be strengthened by the limits on NATO's options. Despite discussing protecting Kosovar Albanians in an autonomous zone, the alliance remains loath to fight its way in. A ground invasion of Kosovo would demand more than 100,000 troops, and would inevitably involve extensive casualties. "If Milosevic stopped his offensive, withdrew some of his forces and opened dialogue on a peace plan that would allow...

What may turn out to be good news for the Kosovar Albanians would be bad news for NATO's p.r. credibility: On Monday NATO reported that two leading moderate ethnic Albanian politicians, Fehmi Agani and Baton Hadziu, had been executed the previous day by Serb forces; but the BBC reported Thursday that U.S. diplomats and Kosovar Albanian sources believe both men are still alive. Sensible people would sign this agreement. The 81-page peace document on the table in Paris may not satisfy the full ambitions of either side in the Kosovo struggle, but it offers advantages all around. While it doesn't give the Albanian Kosovars the independence they crave, it would afford them three years of breathing room under international protection to practice being a state. After that, they could come back to negotiate or fight for full freedom from Serb rule. While Slobodan Milosevic would have to swallow Kosovar autonomy and NATO peacekeepers inside his territory, he'd get out from...

PARIS: The time for talking may soon be over. The Serb delegation arrived at the Kosovo peace talks Tuesday with a new set of amendments to the Western-authored peace plan, which were bluntly rejected by mediators. With the Kosovar Albanians now ready to sign, the focus is once again on forcing the hand of the Serbs. "The original premise of the talks was that the fundamentals of the agreement are nonnegotiable," says TIME Paris correspondent Bruce Crumley. "The Serbs won't be allowed to renegotiate it. And with NATO threatening to bomb him into compliance, the question may once...
