But the continuing violence in Kosovo, which includes both attacks on the remaining Serbs and internecine Albanian turf wars, may have turned many Kosovar Albanians back to Rugova, particularly in light of the fact that the Serbs, too, have elected a man who appears to favor negotiation over violence...

...power, but now that he?s out they?re more likely to follow the U.N. Security Council resolution on the territory which recognizes Yugoslavian sovereignty over an autonomous Kosovo. The U.N. administration is now expected to give Belgrade more say over the running of the territory, and with the Kosovar Albanian leadership still dead set on independence, it?s unlikely that the region will be able to make do without NATO peacekeepers any time soon...

...investigation was ordered by Gen. Eric Shinseki, the Army chief of staff, after Staff Sgt. Frank Ronghi was charged with raping and murdering a Kosovar Albanian girl in January. The Army began to learn of the rot in the unit at Merita Shahibu's funeral. "If they can beat us," senior officers were told about the 3/504th, "they can also kill us." Information contained in the report regarding the "negative command climate" in the unit led defense counsel to seek leniency for Ronghi, who was found guilty of rape and murder and sentenced to life in prison in August...
